세계미래회의 “10년 안에 물전쟁 일어난다”

기획재정부가 17일 발표한 ‘세계미래연구이슈와 정책적 시사점’에 따르면 지난달 25일부터 30일까지 미국 워싱턴 D.C에서 열린 ‘세계미래회의’에서 이같은 주장이 제시됐다.

재정부가 밝힌 세계미래회의 논의에 따르면 현재 세계인구의 40%가 250개 강줄기 주변에 거주하고 있으며 역사적으로 강 하류 국가는 물 수급에 대한 우려로 국방력을 강 상류 국가보다 증강시켜 왔다.

이러한 가운데 요르단강(이스라엘과 요르단), 나일강(이집트, 수단, 우간다, 에티오피아), 티그리스•유프라테스강(터키, 이라크, 시리아), 인더스강(파키스탄, 인도) 등에서 전쟁발발 우려 큰 것으로 분석된다.

또 현재 유럽은 노후화된 수로, 전기, 철도 등을 교체하는 미래도시 인프라 구축 사업을 추진중인데 수도관(파리의 경우 1855년에 구축), 철도(1800년대, 20종의 선로) 등 도시 기반시설의 심각한 노후화로 대형 사고의 발생 우려가 있고 분담금, 정률세 강제 징수 등을 통해 도시 인프라 구축에 필요한 막대한 경비(전기 160조 원 등)를 각국이 공동 부담하는 방안도 마련중인 것으로 알려졌다.

한편 세계미래회의는 지난 1966년 앨빈 토플러, 짐 테이토 등에 의해 설립된 비정부기구로 미래예측연구 수행과 미래트렌드를 제시하고 있는데 이번 회의에서는 ▲미래 디지털 정체성의 확대 ▲10년 안에 물전쟁 발발 및 수로, 전기, 철도 등의 노후화 ▲매스미디어의 종말 등에 대한 논의와 2025년 미래의 모습 10가지를 제시하는 ‘미래전망 2008′ 발표가 이어졌다.

미래전망 2008의 주요 내용은 다음과 같다.

▲2025년에는 전세계에서 백만장자가 수십억 명에 이를 것이다. 세계화와 기술 혁신이 번영의 동력이 되겠지만, 동시에 전 인구의 2/3는 물 부족을 겪을 것이다.

▲기술과 선호가 결합되면서 섬유산업은 혁명적인 변화를 겪을 것이다. ‘똑똑한 천(smart fabrics)’과 ‘지능형 직물(intelligent textiles)’을 연구하고 있는 연구자들은 색깔을 바꾸거나 향기를 뿌리는 청바지, 디지털 지갑처럼 사용할 수 있는 손목시계, 아이팟과 결합된 나이키 신발 등을 개발하고 있다.

▲기존의 중국, 러시아와의 냉전 발발 위협이 테러 위협으로 대체되면서 미국 대외 정잭의 가장 중요한 요소로 떠오를 것이다. 그러나 급진 지하드(Jihad) 주의자들의 군사력은 소련의 미사일 보유량에 비하면 사소한 정도에 불과하므로 미국은 강대국간 분쟁을 막는 데 주력해야 한다.

▲화폐 위조가 확산되면서, 현금 없는 사회를 촉진할 것이다. 스캐닝 기술은 5년 안에 화폐 위조를 보편화시켜 개인 정보 유출에 대한 사람들의 불안을 압도할 것이다. 현금 없는 사회를 만드는 기술 역시 훨씬 쉽고 안전하게 바뀔 것이다.

▲지구상에 심각한 멸종 위기가 닥칠 것이다. 21세기는 인류가 탄생한 이후 기간 전체에 걸쳐 사라진 생물 종 숫자의 100배에서 1000배에 이르는 종이 사라질 것이다.

▲20세기가 석유의 시대라면, 21세기는 물의 시대가 될 것이다. 물부족과 가뭄은 선진국과 개도국 모두에서 공통적으로 나타나는 현상이며, 캘리포니아는 향후 200년간 사용할 수 있는 물의 10~20%를 생산할 수 있는 담수화 공장을 건설중이다.

▲사람들의 평균 수명이 늘고 건강 상태가 좋아지면서 인구는 예상보다 훨씬 더 증가할 것이다. UN은 2050년 인구가 91억~92억 명에 이를 것으로 예상했다.

▲2080년에는 홍수로 인해 피해를 입는 아프리카인의 숫자가 70배로 증가할 것이다. 도시화는 물의 자연적인 흐름을 왜곡함으로써 이 위험을 더욱 가속화하고 있다. 2080년에 예상대로 해수면이 38cm 상승한다면 홍수 피해를 입는 아프리카인의 숫자는 100만에서 7000만으로 증가할 것이다.

▲자원 가격 상승으로 인해 북극 개발 러시가 일어날 것이다. 북극 지역 국가들이 이 자원에 대한 통제를 강화할지, 아니면 평등하고 지속가능한 공유 방식을 찾아낼지가 수십 년 내 주요한 정치 문제로 부각될 것이다.

▲인간 이외의 존재에 의한 의사결정이 늘어날 것이다. 네트워크상의 팀이나 로봇, 인공지능, 혹은 탄소로 구성되지 않는 생명체들이 금융, 보건, 교육, 심지어 정치적인 결정에도 참여하게 될 것이다.

I See the Best Person

Driving out to an icecream shop, Seth and David got into some kind of argument with each other in the back seat. Seth said somethig like, “I see the worst person.” Immediately Ezme who was sitting right next to Seth, spoke up, “I see the best person.” Wow! The twosome argument went on. No one
caught the conversation but me. Ezme reminded me of Grace years ago when she was perhaps five or six at Mr. Jung’s two story house, where some ten of his Korean friends were invited with their children. Children were going up and down the stairs talking and screaming in a group. While the adults were watching them going up the stairs, Grace was the last at the bottom. Mr. Jung’s daughter looking down on Grace, angrily in a loud voice which all the adults heard, said, “I don’t like you.” Grace innocently looking up to her, “But I like you.” All who heard her, were jolted by her response. The girl, still looking at Grace, lost her words, looking blank in her eyes, didn’t know what to say, how to respond and stood there on the steps as if she lost all the strength. All looking at the scene were touched by the power of good over evil.

Vacationing in Delaware

I’m with my family in DE beach. All three daughters and their families are with us. It’s been three years since we were together. Family is heaven on earth. Nothing is as good as being with your own family. Jimmy, Christine’s huband was with us only for one day due to his responsibility at work. I arrived at New York and was picked up by Christine and Jimmy at night. I stayed one night with them and Jimmy he drove six hours from New York one way to take us to down here and another six hours back to New York. Much grateful to Jimmy. Christine and Jimmy still look like just married. Grace’s family arrived from Chicago on Sunday afternoon, driving all the way down here for some 14 hours, staying over one night in Indiana.  The last leg of their driving was delayed for hours due to a big truck which jumped the Bay Bridge, Marylanbd and plunged into the sea and the driver drowned. The sea of vacationing cars had to use only one lane to pass through. Grace called to inform us that they moved one mile for a hours. Grace’s was late so Jimmy had to leave before their arrival. Thirteen of us except Jimmy are staying together in one big rented house in a very nice fenced vacation village, which has six spacious bed rooms, just right kind for our families. All six grand children have grown much, especially Kara looking strong and tall. Everybody looks good. So far two afternoons on Rehoboth beach and one at the water park for a lot of fun. Christine had to avoid sunlight due to her skin problem. The Beijing Olympics are going on and Korea so far is the third next to China and USA with 12 medals.

Revising Revelation Notes

While vacationing with my family I am also working on the revision of the Revelation notes for the Institute of Lay Ministry course for the fall. Eighteen years ago ILM was started with the lecture on the Book of Revelation, which shockingly surprised us all by attracting 1,700 people to the class. There has been a steady demand for the revisit of the Revelation in light of many disturbing changes in the world. There have been also several apocalytic dramatic movies on the  end of the world.  I am told that I need to complete the revision by August 15, three more days. The “repent” stands out most in the message of the book, which forces us to soul-search.

Good News About the Pardon of Elder Choi

I have just read on Yahoo the news of elder Choi Soonyoung special pardon by the President Lee. Very happy for him and his family as well as our church. It has been 10 years since he faced the legal problems about his business. So many people have been praying for him. Now he is finally free. May the Lord comfort him and his family.
